Enables the automated building of wheel pre-releases needed by developers for testing purposes. Closes msgpack#644 and msgpack#646

I am very confused. I cannot find wheels for 3.14 at https://pypi.org/project/msgpack/#files: cp313 is the highest platform listed. |
